VACANCY NOTICE Owing to the transfer of the present occupant, the Finance and Administrative Division has an opening for a Deputy Head of Division Female or Male 80 - 100% Purpose of the post The Finance and Administration Division bears responsibility for financial matters at the ICRC (budgets, financial statements, treasury, risk management, financial reporting, etc.), both in the field and at headquarters On behalf of the head of division, the deputy head attends to the organization's interests vis-à-vis both its own units and external entities (donors, banks, insurance, etc.). In addition to matters specifically under his or her direct responsibility, the deputy deals closely with a wide range of issues and advises the head of division. Main responsibilities Risk management Assess and ensure coverage for conventional and war risks not related to human resources. Supervise relations and contracts with brokers and insurance companies. Coordinate with the relevant services for all IT needs relating to the financial system. Coordinate with the information technology department for the division's IT needs. Lead IT projects related to finance. Follow up maintenance requests from the finance division. Prepare the IT budget for the division. Advise and participate in cross-unit committees dealing with internal or external entities on issues related to the financial system. Contribute to the annual financial closing and audit process in conjunction with auditors. Financial statement compliance and analysis Annual audit and preparation of the annual report Contribute to financial risk management and financial forecasting. Establish and document key financial indicators Provide financial analysis Take part in setting and implementing the division's objectives. Help review and enhance the ICRC's financial management framework. Desired background - chartered accountant or degree in economics, or equivalent - knowledge of IFRS, COSO, RPC frameworks - practical auditing experience an advantage - experience in project management with strong interest in information technologies (ERP, OLAP, etc.) - sound knowledge of risk management (or a keen interest in acquiring such knowledge) Desired skills - excellent analytical skills, with a good ability to grasp complex issues - ability to formulate and support the implementation of strategies - creativity, initiative, interest in innovation - flexible approach to work, ability to absorb ad hoc / temporary additional workload - ability to meet deadlines - ability to negotiate within the ICRC and with suppliers - ability to work independently - ability to interact with a wide range of colleagues; strong team spirit - ability to adapt to different and quickly-changing situations - resistance to stress, high level of perseverance - excellent oral and written communication skills in English and French (German an asset) - good command of IT (excel, word, powerpoint, lotus notes, hyperion, etc) tools, interest in technology and the technical environment. Minimum length of assignment: Initial posting is four years, extendable. Starting date: As soon as possible. Field staff are encouraged to apply.
