Position: Senior Auditor (Senior Officer) Risk Management & Audit Department In order to increase the diversity of the Geneva Secretariat workforce we are also particularly interested in receiving applications from women. Vacancy number: 2005-97pg Closing date: 1 December 2005 Position summary: To assist members of the organization in the effective discharge of their responsibilities, within the terms established in the Charter of the Department, and in conformity with the auditor's operational standards and rules of professional conduct, by reviewing and assessing: . the reliability and integrity of information . compliance with policies, regulations and procedures . safeguarding of assets . economical and efficient use of resources . accomplishment of established objectives for operations and functions . adequacy and effectiveness of managerial structures, processes, systems and controls Responsibilities: 1. Plan and perform operational audits of Geneva-based Secretariat and field operations and offices, management audits and internal consultancy assignments, carry out investigations, and draft reports with recommendations on each assignment. 2. Monitor the implementation of audit recommendations: 2.1 Develop and maintain an audit recommendations database. 2.2 Discuss audit recommendations' status of implementation with Management, and agree changes to original dates for completion. 2.3 Draft progress reports on audit recommendations' implementation status, for submission to Senior Management and the Finance Commission. 3. Raise awareness, coordinate efforts and assist National Societies in being prepared and carrying out regular external audits of their full annual accounts, and in the development of their own internal audit function. 4. Coordination and quality control of Federation audit activities: 4.1 Monitor and update on an on-going basis all donors' audit requirements at the Secretariat level. Integrate all audit efforts into one overall system and audit plan. Liaise with auditees, auditors and donors, and meet audit requests. 4.2 Following donors' and internal requests, recommend the appointment of external audit firms, define their mandate and scope, draft terms of reference, coordinate the audit, analyse the audit reports, liaise with all parties involved in the audit, monitor the status of audit recommendations. 4.3 Liaise with Federation Secretariat statutory external auditors and the finance department to coordinate an efficient interim and year-end audit of the Secretariat consolidated annual accounts. 4.4 Maintain the database of eligible external auditors with performance evaluation, audit fees, statistics, etc. Further develop and update on an ongoing basis the performance evaluation system for external auditors. 4.5 Draft/discuss audit requirements in contracts, grants, agreements with National Societies, donors etc. 5. Coordinate the Risk Management process in the Federation: analyse risk assessments from managers, assist them in the identification of risks and of mitigation actions, discuss contingency plans with them, monitor and evaluate risk control initiatives, draft progress reports, and organize awareness sessions on risk management. 6. Enhancement of the Internal Audit Manual. Identify need for revisions or additions to existing operational procedures for the department, and review the Internal Audit Programmes for field operations and offices. Duties applicable to all staff 1. Actively work towards the achievement of the Secretariat's goals. 2. Abide by and work in accordance with the Red Cross/Red Crescent principles and Code of Conduct. 3. Perform any other work related duties and responsibilities that may be assigned by the line manager. Qualifications: Education and experience 1. University degree, preferably in general business (i.e. MBA) or in accounting (i.e. Chartered Accountant or equivalent) 2. At least ten years' professional experience, most of them in auditing (either internal or external) Skills and knowledge 1. Excellent oral and written command of English is essential 2. Other official languages of the Federation are desirable 3. Computer skills (word processing, graphics and spreadsheet applications - preferably Word/Powerpoint/Excel) Competencies 1. Good organizational skills and ability to prioritize workload to meet deadlines. 2. Good analytical skills and maturity of judgement. 3. Discretion and objectivity. 4. Ability to express himself/herself and to write reports clearly and concisely. 5. Care for detail/accuracy. 6. Tact, good negotiation and communication skills. Values and competencies .
